ToWD : "“How is it possible that in the global world of today the refugee has become a local problem? During and after World War I, millions of people found themselves adrift in Europe. When the Second World War ended, Europe had some 40 million refugees. Mostly, refugees were seen as honorable people and supported to build a new life. Refugees were a global responsibility that would have to be solved by the international community, through humanitarian law."
